This is difficult.

The sign for "Döner Kebab" suggests it's most likely either Germany or Turkey. But "Gelateria" kind of hints at Italy. The kids look more German than Turkish, but of course they could be tourists.

Having thought about all of that, I am voting... Switzerland. It combines German and Italian cultures, plus the clock on the left is made by a Swiss company (if I am not mistaken).

I think it's Charlie but it might be Tom. They looked pretty much identical for the early part of their lives.

ok i've got it all figured out: charlie is the one in the blue shirt standing in front of everyone. Tom is in the middle, next to cousin Mark. Q is on the nearest end, and Sarah's with the sunglasses. all you see of me is my legs, and furthest away is another cousin, clare.

I still think that the one in the middle is Charlie, not Tom. Look at his posture.

well, believe it or not, Charlie used to be quite outgoing, and Tom was the chubby one of the boys.
