The 2nd arrondissement is dominated by two institutions: The Bibliothèque nationale de France and La Bourse de Paris (now called Euronext Paris). A district practically inhabited by financial professionals during the week, it feels empty on weekends.

Le Sentier (The Garment District), right next to Palais Royal, has dozens of boutiques. Keep in mind, however, that some stores in Le Sentier cater to professionals (which is to say, to buyers for other stores) and only sell in bulk.
