Vigilance Propreté
Vigilance Propreté! Paris have been sporting these clear, biodegradable trash bags for years. They are easier to remove and less prone to spill-overs. But I believe, one of the original ideas behind it was to prevent "some folks" (as one well-known politician would surely put it) from placing improvised explosive devices in trash cans.
